An emergency is defined as any actual or imminent event which in endangers or threatens to endanger the safety or health of any person in Hero Apartments or which destroys or threatens to destroy any property within the building and which may have legal implications. An emergency could include:-
Note that the Melbourne Fire Station has access keys only to the common property. Emergency services personnel will not enter apartments unless authorised.
In the event of a fire, the Chief Fire Warden will call the necessary emergency services and depending on circumstances will make an announcement over the building fire bell system. If it is necessary to evacuate the building, DO NOT USE THE LIFTS!! In an orderly fashion, proceed down the stairs to the nearest building exit and move to the evacuation assembly area. This is located across Little Collins Street at the entrance to 120 Collins Street in front of the stairs. If available, the trained Wardens will direct you. During an evacuation, in most cases, the Chief Warden can be identified with the white helmet and wardens wear a red helmet. Identifying the Risks The risks are those associated with high-density living. There are a number of fire hoses and fire extinguishers located in the building and these are clearly marked. It is not recommended that residents attempt to use the fire extinguishers unless they have a current accreditation to use the equipment. Normally the fire extinguishers will be operated by Fire Brigade personnel. Stair wells must remain clear at all times. If any potential hazards are noted by any person in the building, they should notify the Building Manager who is authorised to take appropriate remedial action or if considerable cost is involved, the Building Manager will advise the Owner's Corporation Committee for action. Emergency Coordination When evacuating the building, residents should evacuate as quickly and as orderly as possible to an assembly area Little Collins Street. The all clear to return to the buildings will be given by the Officer-in-Charge of the Emergency Service or the Chief Warden if applicable. Post Emergency Residents need to report damage (in detail and in writing) to the Building Manager who in turn will advise the Owner's Corporation Committee and SSKB. A comprehensive report of the emergency and damage is required for insurance purposes and for formulation of a repair plan. All emergency systems are examined and tested regularly. SSKB will take appropriate action to have repairs undertaken. If collective trauma counselling is required, it will be arranged by SSKB, otherwise individual trauma counselling may be arranged as required. |
The emergency plan for Hero Apartments is intended to be flexible and covers both minor emergencies, which may be managed by the Building Manager and/or Residents, and major emergencies, which will be managed by the city's standard emergency services. After any emergency a written report (usually prepared by the Building Manager) will be forward to the Owner's Corporation Committee and SSKB. A fire bell alarm system is available for announcements. In cases where the automatic fire sprinkler system is activated, the alarm system will be activated and the Melbourne Fire Station automatically called. The continuous ringing of the fire bells will indicate an emergency situation. Announcements should follow shortly afterwards with instructions concerning building evacuation or simply to inform residents of the emergency. The Hero Owner's Corporation has employed EmQ (www.emq.com.au) to manage our Fire Emergency Procedures. It is recommended that you familiarise yourself with the ‘Fire Evacuation Emergency Plan' that is displayed in the corridor on each floor level. EmQ have provided a booklet describing these procedures in more detail. Copies are available from the Building Manager on request. The Chief Fire Warden for the building is the Building Manager. False Alarms A False Alarm Call out may incur cost of about $3,500 each time. These costs are charged to the resident identified as being responsible in cases of negligence.
